Dr. Clapper currently serves as the Market Medical Director for CCA Health of California, a Medicare community focused health plan. She is a Chief Medical Officer, Independent Board Member, Startup Adviser and Executive Coach. A thought leader in digital health, she is frequently sought out to lead transformational change including developing and delivering innovative products and solutions to drive growth. She has served in the Navy, publicly traded companies, and startups, serving in multiple roles including COO, Chief Medical Officer, and Regional Vice-President.
Dr. Clapper has broad strategic and operational experience in innovation, digital health, value-based care, and provider-health plan joint ventures. Previous roles have included the Chief Operating Officer for FemTec Health (including the acquisition of Birchbox) where she focused on digital health, data science, and platform capabilities for women’s health and Market Medical Executive at Cigna. In Southern California and Nevada, Dr. Clapper led clinical strategy with providers and clients and was responsible for the Remote Patient Monitoring (RPM) strategy nationally and was a key leader for Cigna’s COVID-19 response nationally. As a National Account Medical Director at several payors, she is recognized for her work with employers on employee health/benefit design, data science, and strategic planning.
As Regional Vice President at Elevance Health (Anthem), she led clinical strategy for the West Region, supporting growth in the California Large Group (CALG) market business, which doubled its revenue in 3 years. She also served as the Chief Medical Officer for Elevance’s first the joint venture with seven hospital systems, including Cedars-Sinai and UCLA. Her clinical strategy leadership resulted in increased data/clinical integration, improved quality measures and significant membership growth.
As Chief Medical Officer at OneHealth Solutions, Dr. Clapper led clinical strategy and business development. In this work, she worked and consulted with over 25 companies in building the mobile strategy for behavioral health and interfacing with care management within health plans and providers. Her efforts supported the company in completing Rounds A-C of investor funding.
During Dr. Clapper’s thirteen years at Health Net, she led clinical operations for Southern California as well as leading statewide and national initiatives in condition management and wellness including a variety of buy-build initiatives regarding condition solutions and leveraging the Health Net wellness website into the Health Net digital health solutions.
In addition, she serves as assistant clinical professor at UCSD and lectures at Stanford and mentors in the master’s clinical informatics management program. She has served on the IHA (Integrated Health Association) and California Quality Collaborative (PBGH) steering committees. In addition, Dr. Clapper served on the AAPL Board from 2015-19.
